A Sperrkonto is a special German bank account into which you deposit your living funds before the visa is issued. "Blocked" means you cannot withdraw the money freely: after arriving in Germany, the bank releases a fixed amount once per month. The German embassy accepts it as proof that you can support yourself.
You typically need one for:

After activation, the provider transfers your monthly amount (e.g. 992 €) to your German current account. You cannot take out more — that is the point of the blocking. If you deposited a buffer above the minimum, that buffer is usually available immediately or spread across the payouts, depending on the provider.
